(1) MINUTES of the Committee of the Whole Meeting, held March 17, 2011 and the Board Meeting held March 21, 2011.

NEW BUSINESS


(2) DEVELOPMENT PERMIT REQUEST, 15 SOUTH CASS AVENUE: Board to consider a development permit request in the Downtown Business Development District for a new Mediterranean theme restaurant at 15 S. Cass Avenue.


(3) ZONING AND ANNEXATION REQUESTS, 6001 SOUTH RICHMOND AVENUE: Board to consider requests from Xuefeng Yuan for the following: 

Annexation Request to incorporate the subject lot into the Village of Westmont.

Map Amendment Request to Rezone from R-1 Single Family Detached Residence District to R-3 Single Family Detached Residence District.



(4) RELAY FOR LIFE - 2011: Board to consider two requests pertaining to 2011 Relay for Life event held at Ty Warner Park on May 20 & 21, 2011:

A. Issuance of a sound amplification license, and

B. Permission to erect temporary direction signage on public property 


(5) ARTS IN THE PARK - 2011:  Board to consider issuance of a license for amplified sound during summer arts series consisting of live music, movie screenings and live theater performances.


(6) CRUISIN’ NIGHTS - 2011: Board to consider approving the following requests from the Westmont Special Events Corporation (WSEC) for the 2011 Cruisin' Nights event. Geographic description for Cruisin' Nights with Parking restrictions as follows:

A. Restrict parking on Cass Avenue from Burlington Avenue to Norfolk Street to accommodate Classic Car parking only from 5:30 p.m. to 9:00 p.m. on each night of the event.

B. Restrict parking in the Cass and Irving parking lot (next to Toons) to accommodate Classic Car parking only from 5:30 p.m. to 9:00 p.m. on each night of the event.

C. Permission to close Irving Street from Cass to the alleys east and west of Cass from 5:30 p.m. to 9:00 p.m. on each night of the event.

D. Permission to close Public Parking Lot at Burlington and Cass for Squad Car Night on June 23, 2011 and Fire Truck Night on July 21, 2011 for participating vehicles from 5:30 p.m. to 9:00 p.m.

E. Permit for live music and/or DJ during all nights of the event from 6:00 p.m. to 9:15 p.m.


(7) 2011 TASTE OF WESTMONT: Board consider approval of the following requests from the Westmont Special Events Corporation (WSEC) for the 2010 Taste of Westmont to be held July 7, 8, 9 & 10, 2011:

A. Carnival/Amusement Fee Waiver.

B. Liquor License Fee Waiver for two locations.

C. Sound/live entertainment request for July 7, 8, 9 & 10 during event hours.

D. Street closures for event. (Outlined in Community Events Permit Request)

E. Temporary One-Way Traffic Plan.  (Outlined in Community Events Permit Request)

F. Geographic description and related issues. (See Exhibit “C”)

G. Safety cones/barriers at alleys on Irving west of Cass – Permission to use traffic safety devices to ensure safe crossing of pedestrians from Taste of Westmont event on Irving to the Methodist Parking Lot at the corner of Lincoln and Irving.  (This would be needed if the carnival were to be staged in this area.)


(8) S-CURVE PROPERTY BOUND BY CASS AVENUE, CASS COURT, AND 35TH STREET: Board to consider requests from the Westmont Park District for the following:

A. Public hearing on proposed Annexation Agreement.

B. Annexation Agreement for the parcel at the southeast corner of Cass Court and 35th Street.

C. Annexation request to incorporate the parcel at the southeast corner of Cass Court and 35th Street into the Village of Westmont.

D. Map Amendment Request to Rezone the annexed parcel and adjacent parcel comprising the S Curve Property from R-1 and R-2 Single Family Detached Residence District to R-4 General Residence District.


(9) AUTOMATED TRAFFIC LAW ENFORCEMENT SYSTEM: Board to hear a presentation by the Police Department to provide a six month review on the automated traffic enforcement program. 


(10) CONTRACT FOR COMPREHENSIVE PLAN CONSULTING SERVICES - HOUSEAL LAVIGNE: Board to consider a contract for consulting services with the firm of Houseal Lavigne to create a new Comprehensive Plan for the Village of Westmont.


(11) APPROPRIATIONS AMENDMENT: Board to consider an ordinance amending appropriations for corporate purposes for the fiscal year beginning May 1, 2010 to account for debt payment.
